The research promise previously achieved through previous International Polar Years has been of enormous importance in advancing knowledge about, for example, polar ecosystems, climate change, and glacier dynamics.<\/p>\n<p>It is the government that has given its approval for Norwegian participation in the fifth International Polar Year (IPY), which is scheduled for 2032\u20132033. The essence of the Treaty is that Antarctica is to be used for peaceful purposes only:<\/p>\n<ul>\n<li>freedom for scientific research<\/li>\n<li>international scientific exchange shall be promoted<\/li>\n<li>territorial claims shall be held in abeyance while the Treaty is in force<\/li>\n<\/ul>\n<p>A cooperative system involving annual meetings, the Antarctic Treaty Consultative Meeting (ATCM), has been established. The planning and hosting of the meetings rotate through the consultative parties. A separate Committee for Environmental Protection (CEP) has also been formed, to give advice and make recommendations to the ATCM on environmental matters.<\/p>\n<p>The Treaty entered into force on 23 June 1961, and all UN member states may accede to it. The Protocol obligates the treaty states to cooperate on planning and conducting activities in Antarctica. The parties undertake to protect the environment and promote certain key environmental principles:<\/p>\n<ul>\n<li>limiting adverse environmental impacts of activities<\/li>\n<li>prioritising scientific research<\/li>\n<li>performing thorough impact assessments of all planned activities<\/li>\n<li>monitoring on-going activities<\/li>\n<\/ul>\n<p>A separate Committee for Environmental Protection (CEP) has been formed to give advice and make recommendations to the Antarctic Treaty Consultative Meeting (ATCM) on environmental matters.<\/p>\n<p>The Environmental Protocol was signed on 4 October 1991 and came into force on 14 January 1998.<\/p>\n<\/div>\n<\/div>\n<\/div><\/div><\/div><\/section>\n<section class='av_toggle_section av-357j0v4-41741ed71efa3ff69c1bf0d43ecbcbc4'  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div role=\"tablist\" class=\"single_toggle\" data-tags=\"{All} \"  ><p id='toggle-toggle-id-4' data-fake-id='#toggle-id-4' class='toggler  av-title-above '  itemprop=\"headline\"  role='tab' tabindex='0' aria-controls='toggle-id-4' data-slide-speed=\"200\" data-title=\"Research (SCAR)\" data-title-open=\"\" data-aria_collapsed=\"Click to expand: Research (SCAR)\" data-aria_expanded=\"Click to collapse: Research (SCAR)\">Research (SCAR)<span class=\"toggle_icon\"><span class=\"vert_icon\"><\/span><span class=\"hor_icon\"><\/span><\/span><\/p><div id='toggle-id-4' aria-labelledby='toggle-toggle-id-4' role='region' class='toggle_wrap  av-title-above'  ><div class='toggle_content invers-color '  itemprop=\"text\" ><p><a href=\"http:\/\/www.scar.org\/\">Scientific Committee on Antarctic Research (SCAR)<\/a> is a committee of the ICSU, charged with promoting, initiating and coordinating scientific research in Antarctica.<\/p>\n<p>As of 2016, SCAR has members from 31 countries. The members are relevant bodies from the national academies of science or research councils which are members of the <acronym>ICSU<\/acronym>, and which are undertaking or planning Antarctic research in conjunction with a relevant ICSU body.<\/p>\n<p>In SCAR, scientific activities are carried out by Standing Scientific Groups. They represent the various disciplines in Antarctic research and report to SCAR.<\/p>\n<p>In addition to research, SCAR also has an important role in providing objective scientific advice to the consultative meetings under the Antarctic Treaty. SCAR also gives advice on the management of Antarctica and the Southern Ocean to organisations such as the <acronym>UNFCCC<\/acronym> and the <acronym>IPCC<\/acronym>.<\/p>\n<p>SCAR holds biennial meetings. They are combined with SCAR&#8217;s Open Science Conferences (SCAR OSC).<\/p>\n<section class=\"av_textblock_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div role='complementary' class='avia_textblock NP-factsheet-enfold alwaysToggle '   itemprop=\"text\" ><p class='title'>Norway in SCAR<\/p><div class='hsep'><\/div><div class='NP-factsheet-content'><\/p>\n<p>Norwegian membership of <acronym>SCAR<\/acronym> is administered by the Norwegian Polar Institute. The Institute coordinates national strategy work, notably through regular meetings of representatives, sharing of communications and annual reporting to SCAR.<\/p>\n<p><a href=\"https:\/\/npolar.no\/en\/themes\/international-cooperation-in-antarctica\/norway-in-scar\/\">Norwegian representatives on SCAR<\/a><\/p>\n<p><\/div><\/div><div tabindex=\"0\" role=\"button\" class=\"NP-factToggle\" style=\"text-align:center;\"><i class=\"fas fa-angle-down fa-2x\"><\/i><\/div><\/section>\n<div class=\"textbox-content\">\n<div>&nbsp;<\/div>\n<\/div>\n<\/div><\/div><\/div><\/section>\n<section class='av_toggle_section av-2m41sn4-e455baa2a2865349d6c152ec78e20f03'  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div role=\"tablist\" class=\"single_toggle\" data-tags=\"{All} \"  ><p id='toggle-toggle-id-5' data-fake-id='#toggle-id-5' class='toggler  av-title-above '  itemprop=\"headline\"  role='tab' tabindex='0' aria-controls='toggle-id-5' data-slide-speed=\"200\" data-title=\" Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) \" data-title-open=\"\" data-aria_collapsed=\"Click to expand:  Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) \" data-aria_expanded=\"Click to collapse:  Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) \"> Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR) <span class=\"toggle_icon\"><span class=\"vert_icon\"><\/span><span class=\"hor_icon\"><\/span><\/span><\/p><div id='toggle-id-5' aria-labelledby='toggle-toggle-id-5' role='region' class='toggle_wrap  av-title-above'  ><div class='toggle_content invers-color '  itemprop=\"text\" ><p>The Convention for the Conservation of Antarctic Marine Living Resources (the CAMLR Convention) regulates the management of marine living resources (except whales and seals) in the Antarctic Treaty area and in sea areas south of the Antarctic Convergence (the area where the cold waters from the south meet the warmer waters from the more northerly seas). The Convention was adopted on 20 May 1980 and came into force in 1982.<\/p>\n<p>The management takes place through the Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR). On the basis of scientific data reviewed by the CCAMLR&#8217;s scientific committee, the Commission decides on catch quotas, regulations and marine reserves, among other things.<\/p>\n<p>In 2015, the Commission had 25 members.<\/p>\n<section class=\"av_textblock_section\"  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/CreativeWork\" ><div role='complementary' class='avia_textblock NP-factsheet-enfold alwaysToggle '   itemprop=\"text\" ><p class='title'>Norway in the CCAMLR<\/p><div class='hsep'><\/div><div class='NP-factsheet-content'><br \/>\nThe Norwegian Ministry of Foreign Affairs manages the Norwegian delegation to the annual commission meetings.<br \/>\n<\/div><\/div><div tabindex=\"0\" role=\"button\" class=\"NP-factToggle\" style=\"text-align:center;\"><i class=\"fas fa-angle-down fa-2x\"><\/i><\/div><\/section>\n<p title=\"CCAMLR (Convention for the Conservation of Antarctic Marine Life)\">A separate monitoring programme (CEMP) has also been set up under CCAMLR, in which Norway participates, notably through the Norwegian Polar Institute&#8217;s work on Bouvet\u00f8ya. Since the mid-1990s, the Norwegian Polar Institute has investigated and monitored the seal and penguin colonies here. This monitoring is helping to understand the interaction between land-based predators and commercial fishing and is used in CCAMLR&#8217;s management work. In 2011, the Norwegian Institute of Marine Research initiated a krill monitoring programme around the South Orkney Islands.
